On December 2, in conversation, I asked the Japanese Ambassador to make clear to Baron Shidehara that our recent action in regard to Russia and China was not taken from any desire to intrude into Manchurian affairs but to save the Kellogg-Briand Pact from losing its strength and force. He said he understood perfectly and would make this clear to his Government. The foregoing merely for your information.
