The Ambassador in Mexico (Morrow) to the Secretary of State

368. Reference to my telegram No. 367, December 2, 9 p.m.;57 my telephone conversation of this morning with the Secretary; and the Department’s telegram 528, December 3, 5 p.m.57

I saw the Minister for Foreign Affairs at noon and left with him a memorandum in the sense of your circular telegram of December 1st. Mr. Estrada repeated his previous statement that he was in [Page 383] entire accord with the principles expressed in that message and that he was quite willing to issue a statement relative to the attitude of his Government in the Russo-Chinese conflict, to send a communication to both the Chinese and the Russian Governments and to instruct the diplomatic representatives of Mexico in the Central American countries to communicate to the governments of those countries the attitude of the Mexican Government.

I shall follow the matter up with the Foreign Office and endeavor to procure copies of the statement issued and communications sent.
