916. The following Kuo Wen press despatch dated Mukden, October 20, was published here today:
“General Chang Hsueh-liang held a military conference today attended by General Chang Chun and Mr. Chow Leong-kwang,2 representatives from Nanking, and some fifty officers of the northeastern frontier defense forces. The following decisions were reached at the meeting:
- 1.
- To order the frontier troops to stop Russian incursions.
- 2.
- To report to the National Government that on account of the border war northeastern troops will not participate in civil wars against the southeast and the northwest.
- 3.
- To declare allegiance to the National Government.
- 4.
- To request General Yen Hsi-shan to settle the controversy between General Chiang Kai-shek and Marshal Feng Yu-hsiang.”
