Your No. 166, June 22, 1 p.m. I agree with your view that it would be wise to keep the Japanese Ambassador closely informed with regard to the subject matter of any conferences which you and Gibson may have with the British, but I do not think that he should be present personally in any such conversations as otherwise the rumor might arise that a conference was already under way to the exclusion of France and Italy.
