In accordance with your suggestion the Department will inform the press that Mr. Gibson is proceeding to London next week for consultation with you on the naval matter with particular reference to the present state of the affair before the Preparatory Commission. I hope that you and Gibson will make some recommendation as to what steps you think would be most effective at this time to carry on the good work which you have begun.
