The Chargé in Guatemala (Hawks) to the Secretary of State

154. Referring to the Department’s telegram of November 27, 2 p.m.45 The Minister for Foreign Affairs still maintains the position that unless the Government of Honduras makes the same clear cut statement without any reservations, as has already been made by the Guatemalan Government, to the effect that its delegate will be able to discuss all phases of the problem it will be useless to hold the conference.
