Referring to the Department’s telegram of November 20, 8 p.m. I conveyed verbally to the Minister for Foreign Affairs the information contained therein and he stated specifically that I could notify the Department that the Government of Guatemala would so instruct its delegate that he will be able to discuss all phases of the problem.
