The Minister for Foreign Affairs has informed me that it will be convenient for Guatemala to have the conference convened on December [Page 970] 15th. The Guatemalan delegation will consist of Carlos Salazar as delegate and Carlos Salazar, Junior, and Silva Pena as secretaries.
