Mr. Secretary of State: I have the honor to
forward herewith to Your Excellency the letter sent to you through
this Legation by the Secretary of State for Foreign Relations of the
Dominican Republic, and also copies of the Treaties of Peace,
Friendship, Arbitration13

and Boundary14 recently concluded with the
Republic of Haiti to which the letter has reference.

Mr. Secretary of State: As is doubtless
already known to Your Excellency, the boundary dispute long
standing between the Dominican Republic and the Republic of
Haiti has happily been settled through a treaty that was signed
on January 21, 1929, at Santo Domingo, and was subsequently
approved by the legislative bodies of the two countries, the
ratifications being exchanged at Santo Domingo on the 29th of
April of this year.
Article 7 of that treaty provides that if the boundary commission
should be unable to agree there shall be organized a commission
consisting of five members elected as follows:
One Dominican by the President of the Dominican Republic;
one Haitian by the President of the Republic of Haiti;
one North American by the President of the United States
of North America; one Brazilian by the President of the
United States of Brazil; and one Venezuelan by the
President of the United States of Venezuela, upon
requests made by the two high contracting parties.
I have, therefore, the honor to forward herewith to Your
Excellency a certified copy of the Dominican-Haitian Boundary
Treaty of January 21, 1929, with a request that you kindly take
note of the provisions in Article 7 above mentioned, which is
prompted by lofty ideals of American solidarity.
