The Minister in Colombia (Caffery) to the Secretary of State

Sir: I have the honor to state that the Ministry of Foreign Affairs has informally brought to my attention the situation in regard to their treaty with Nicaragua; it has been approved by the Colombian Congress but no action has been taken by Nicaragua: the Minister would be very appreciative of any good offices on our part looking to the ratification of the treaty by the Managua Congress at its approaching December sessions.
I respectfully suggest that the Legation at Managua be authorized to exert its good offices in the premises.
