Arrangements and dates to be made by the Governments concerned and American Military Attachés at Formosa and Corumba without reference to Commission. Major Baker Military Attaché at Rio de Janeiro together with Brazilian official should arrive at port Esperanza June fifteenth and Corumbá June sixteenth.
