7. I wish you would find out what the Government of Peru is willing to do to make a settlement. As you know, it is useless to talk of turning the city of Arica over to Peru. They have always understood that it could not be done. If there is to be a settlement, I should like to have it accomplished before I go out of office, and the time is very short.
