The Chargé in France (Armour) to the Secretary of State

No. 9957

Sir: I have the honor to report that the authorization orally communicated to the Embassy by the French Ministry for Foreign Affairs and subsequently conveyed to the Department in my telegram No. 486 of October 22, 7 p.m., for the flight of the aeroplanes belonging to the New York, Rio and Buenos Aires Lines over Guadeloupe, Martinique and French Guiana, has now been confirmed by a note from the Ministry for Foreign Affairs dated October 24, 1929. This note is enclosed in copy and translation.83

Although the Ministry’s note does not reaffirm the desire orally expressed that continued operation of the Line shall be conditional upon the reaching of an accord by not only the Aéropostale Company and the New York, Rio and Buenos Aires Lines, but as well upon one between the first mentioned Company and the Pan American Airways, I still feel that the French authorities are likely to insist upon a general agreement between all the operating companies concerned before permanent concessions will be granted to either one or both of the American lines.

I have [etc.]
