Sir: Referring to this Mission’s despatch No. 3130 of March 27, 1929 relative to the activities of American aviation enterprise in Brazil, I have the honor to enclose herewith the text of the authorization granted by the Brazilian Minister of Communications to the Pan American Airways, Inc. under date of August 10³² and as published in the Official Gazette of August 15, 1929, to operate aeroplanes over Brazilian territory in connection with the company’s international air service.

There is likewise enclosed the text of a similar authorization granted the New York, Rio and Buenos Aires Line, Incorporated, under date of August 15, 1929,³² and as published in the Official Gazette of August 18, 1929. Both authorizations are accompanied by English translations.
