Responsive to the message your telegram No. 79, July 31, 6 p.m., instructed me to convey, President Leguía authorized me to inform President Hoover and yourself that he was entirely of your opinion respecting the proposed conference. He will inform the Chilean Government that because of Peru’s aviation commitments the Peruvian Government is not free to participate in the proposed conference.
