[Page 571]You may say to the proper authorities that this Government feels sure that Chile will give American companies permission to fly in Chile on as favorable terms as any other foreign companies and that furthermore as the Pan American-Grace Airways has the contract from the United States Post Office Department to carry the mail to Chile it hopes the Chilean Government will be able shortly to give it the necessary permission on equitable terms.
As to the modification the Company states that with the Post Office Department’s permission it has authorized its Santiago manager to negotiate on this basis subject to certain conditions necessitated by the nature of its contract with the United States Post Office Department.
