Although permission granted Pan American-Grace Airways transport correspondence, passengers, freight to and from United States and also to and from countries en route on Pacific, there is one technical detail to be settled between company and War Department here before company will start operations. Company expects receive satisfactory written understanding this detail few days when I will cable Department.
