Pan American Airways, Incorporated, states that it is presenting a formal application to the Brazilian Government to obtain a concession to operate an air mail service for the transportation of local and international mails in Brazil. The Company’s representative in Rio de Janeiro is Senor Cesar Pereira de Sousa. This Company is very well and favorably known to the Department, which desires you to extend upon request such assistance as may be consistently possible. You will of course make no discrimination between competing American interests.
