- He regards your telegram as providing me with sufficient authority to sign the three protocols without waiting for arrival of full powers.

- Date of signature has been set for Monday, December 9, 3 p.m., Geneva time.

- He will release the texts of both notes on December 9, at 5 p.m., which is the equivalent of 11 a.m., Washington time.
- (4)
- Even after message of the President has been made public, Sir Eric will give no advance intimation of either date or hour of prospective signature, but will leave such announcement to your discretion.
