The Secretary of State to the Irish Minister ( MacWhite )

Sir: I have the honor to acknowledge the receipt of your note dated October 8, 1929, inquiring on behalf of your Government whether, in view of the fact that both the Government of the Irish Free State and the Government of the United States participated in the recent Extraordinary Session of the International Commission on Air Navigation, this Government considered the conclusion of a special agreement as proposed in its note of April 3, 1929, still desirable.

In reply I may state that this Government, notwithstanding its participation in the recent Conference at Paris, believes it will be desirable, until such time when it may become a party to the 1919 Convention of International Aerial Navigation, to reach agreements with various nations providing for the reciprocal recognition of pilot licenses, airworthiness certificates and export certificates relative to commercial and private aircraft.
