The Italian Ambassador (De Martino) to the Secretary of State

Mr. Secretary of State: I have the honor to bring to Your Excellency’s knowledge that several Italian aviators, duly licensed, are coming to this Country for the purpose of piloting aeroplanes of the “Savoia Marchetti” type which have been or will be imported into the United States. The flights they are planning will be of a demonstrative character and they intend to make them also in view of the fact that the construction in this Country of aeroplanes of the above mentioned type is now contemplated.

Upon instructions of my Government, I have the honor to have recourse to Your Excellency’s kindness and ask that permission be granted by the appropriate departments of the United States Government to these Italian aviators to pilot the “Savoia Marchetti” aeroplanes above referred to.

At the same time, and availing myself of this occasion, I would ask Your Excellency to consider the advisability of our two Countries [Page 526] entering into an agreement on the basis of reciprocity, allowing aviators of either Party to pilot their own or foreign aeroplanes in the Country of the Other, such agreement possibly to be concluded through an exchange of notes.

My Government has informed me that they would consider this accord with great satisfaction, and I would therefore be very much obliged to Your Excellency if you would advise me in due course whether this proposition finds favor with the United States Government.
