381. Your 515, November 7, 1 p.m. As a matter of policy the Department does not seek for its nationals in foreign countries commercial privileges any more favorable than those countries accord or may be willing to accord to nationals of other countries. Department would not therefore wish to comment unfavorably upon Article 18 point one since we claim no exclusive or preferential rights in Haiti or in any other country except perhaps Cuba, where by reciprocal treaty arrangement customs preferences are received. Department feels that you should explain to the Haitian delegate for his own information that in the light of the above, you regret that you are not in a position to express an opinion on the article in question.
