24. With reference to Legation’s despatch No. 287, September 6, you may say in your discretion to the Acting Foreign Minister that [Page 815] you had reported your conversation to the Department and that you had been authorized to submit draft of treaty if such a course would now be acceptable. Should the Department receive a telegram from you stating that you had received an affirmative reply, whether oral or written, it will endeavor to forward draft of treaty by next pouch.
