22. Your 12, February 21, 11 a.m., received only yesterday. I have definitely confirmed my original understanding that notes [Page 801] exchanged do not have to be acted upon by Assembly. I furnished Foreign Minister with copy of communiqué given out by the Department. I shall be glad to remain until Congress adjourns.
