56. Department’s December 10, 6 p.m. The report concerning W. N. Keller, an American citizen registered at the Consulate, apparently true. I made a vigorous protest last Friday and the Rumanian Minister for Foreign Affairs yesterday expressed regret and has assured satisfaction following a special investigation being made by a representative of Department of Agriculture [Justice] who left here yesterday. Despatch on the situation left today in the pouch.14
