- My note of August 11 to the Acting Minister of Foreign Affairs was withdrawn on September 5. The result appears to be satisfactory.
- 2.
- It is anticipated that Cabinet changes will take place on the return of the Shah from Tabriz next week. There is a rumor that Vossough may become Prime Minister and that Firouz will be replaced.
