Department’s telegram number 3 dated January 19, 1 p.m. I do not think the course suggested in last paragraph would materially influence Assembly’s decision because opposition to treaty has been based largely on other reasons. Governor Walker concurs in this opinion, but can see no objection to changing road specifications or permitting Government of Panama to construct it. My personal belief is that neither the military nor the Canal authorities are now especially interested in that type of construction. My feeling is that it would be only reasonable to agree to a cheaper and narrower road which would be amply sufficient for all traffic needs.
