291. My despatch number 482, September 22.66 After further investigation I consider it very improbable that the Liberals would accept Arguello Cervantes as their member of the Claims Commission, as Moncada and his chief supporters resent the fact that his appointment was made without consulting them. They assert that they do not feel that the Commission as now constituted would assure fair treatment to Liberal claimants. I think therefore that it would be well to settle the future status of the Claims Commission as soon as possible and that the first step should be to suggest that the President appoint now a man nominated by the official representatives of the Liberal Party. I hope that I may soon receive the Department’s instructions in this matter.
