82. Both Houses of Congress have ratified loans contract which was signed by President Diaz this morning.40 The President is calling meeting of the three members of commission this afternoon to arrange for initial payments. The generals in the field have been instructed to inform their men that they will receive their pay next week which it is hoped will improve morale.
