Legation’s telegram number 9, dated January 6, 9 p.m. It is the feeling of the Department that the present is not the opportune time for President Diaz to commence negotiations to float a new bond issue or to transact other financial matters with American interests. [Page 423] The restoration of peace is the first essential, and the consideration of the financial needs of Nicaragua should wait upon this. The Department perceives no objection to the Mixed Claims Commission.
