The Secretary of State to the Chargé in Nicaragua (Munro)

157. It is Cumberland’s26 plan to resign and undertake financial work in New York, leaving Haiti by December 15. He has informed the Department that he could make a financial survey of Nicaragua in the interim between leaving Haiti and beginning work in New York. It is estimated that the time required for this work is about three months. Both McCoy and Dodds27 believe this advisable. Department desires your views. Cable.
