363. Department’s November 29, 8 p.m., next to last paragraph. As a permanent arrangement I consider it preferable that the electoral machinery should be reorganized just before each Presidential election as under the present law. The law might however be [Page 385] amended to make the terms of members of the electoral boards 2 years so that these boards would again be reorganized before each congressional election on the basis of the results of the preceding election.
