Department’s 173, October 29, 1 p.m. It now appears that it will be necessary for the new National Electoral Board to be organized on December 1st when the former board’s term will expire in order to complete the canvass of the congressional elections to be held November 20. Consequently it seems advisable that the Supreme Court should now select a Nicaraguan president of the Board to hold office until the adoption of the new law under which General McCoy will serve. Both parties agree to this procedure. Has the Department any objection?
