Sir: I have the honor to transmit herewith, in English and Spanish, the Convention of Ratification provided for in the Plan of Evacuation agreed upon on June 30, 1922. This Convention was signed today, and I am sending it by General Vasquez who is leaving for Washington tomorrow. Copies of the Convention will be forwarded by next mail.
