156. Italian Minister reminds me that he had formerly joined in note to the Chinese Government regarding its responsibility for the Chinese Eastern Railway under the terms of the Washington Conference resolution16 but says that in view of the recognition of Soviet Russia by China he does not know what stand he should now take and desires to be informed of the policy and attitude of the American Government. I should greatly appreciate a statement for my own guidance also.
