In case British and Japanese representatives are both authorized to take like action, Department authorizes you to join with them and representatives of any other powers which signed the Washington Conference treaties who may be able to do so, in sending to the Chinese Government the proposed joint statement. This action, may be taken at your discretion any time after December 11, noon, or before that, should the French representative indicate that his Government had decided not to join in sending the statement-Repeat as Department’s no. 205 to Embassy at Tokyo.
