440. Assuming that you have sent to Brussels, The Hague, Lisbon and Rome the memorandum addressed to the French Embassy here on November 25, quoted in the Department’s No. 419 of November 26, 3 p.m.,62 you will now supplement that memorandum by repeating to the Missions above mentioned paragraphs 2 to 10 of the Department’s No. 412 which was repeated to you from London,63 and request the Missions concerned to take occasion to discuss, informally and orally, the situation in China with the Ministers for Foreign Affairs of the countries concerned, and in so doing to be guided in general by the views contained in the memorandum to the French Government and the telegram to London above mentioned. The draft note to the Chinese Government64 and the Department’s reply to the telegram from Peking58 containing it are being repeated to [Page 438] you in the Department’s No. 439,65 and should also be repeated to Brussels, The Hague, Rome and Lisbon for their further information and guidance in the discussions above mentioned. It is hoped that the Powers concerned will authorize their respective representatives at Peking to join with their colleagues in signing the proposed note.
