Department’s 413, November 12, 6 p.m.46 Department’s November 12, 6 p.m., to Peking was read to Foreign Office today which stated that the reply of the British Government to the French representations made here was in substance identical with the reply of Secretary Hughes. Foreign Office added you may sum up our position in the words, “We agree with the diplomatic body in Peking in a wait and see attitude.”
