295. Your 456, November 25, 5 p.m. You are authorized to associate yourself with the other heads of missions in taking the action outlined in paragraphs 3 and 4 making it entirely clear that your action is in no sense to be interpreted as implying a formal recognition.

The Department concurs in the view generally taken at the meeting of the heads of missions with respect to the provisional character of the present regime and the question of recognition, as reported by you, in paragraph 6.
