325. My 318, September 2, 5 p.m., last paragraph. Naval attaché returned yesterday from Harbin and Mukden, reports after careful inspection he could find no evidence of Marshal Chang Tso-lin intending to move in immediate future. His attitude appeared to be one of watchful waiting.
