The British Ambassador (Howard) to the Secretary of State

No. 439

Sir: I have the honour to acknowledge the receipt of your note of the 12th instant, regarding the Northern Pacific Halibut Fishery, in which you were good enough to inform me that as soon as he is informed that the Canadian Parliament has passed the legislation, which it has lately been considering on this subject, the Chairman of the Committee on Foreign Relations proposes to resubmit to the Senate the Convention referred to it by the President on December 11th, 1923.

I am happy to be in a position to inform you that the bill, of which I have the honour to enclose a copy,7 has been passed by both Houses of the Canadian Parliament, by the House of Commons on the 3rd ultimo and by the Senate on the 10th ultimo, and that it only requires the formal assent of His Excellency the Governor-General (which can and will be given at any convenient time) before it becomes law. There appears to be therefore no reason why the Chairman of the Committee on Foreign Relations should [Page 340] not now proceed to secure the necessary action by the Senate and I shall be glad to be informed as soon as this action has been taken.

I have [etc.]

(For the Ambassador:)
