7. My despatch no. 1290 of December 15.17 Secretariat of the League has informally inquired whether the United States Government has decided to accept the Council’s invitation addressed to the Secretary of State by the Acting Secretary General in December, 1923,18 to appoint representatives to cooperate with the Temporary Mixed Commission for the preparation of a new convention relating to traffic in arms, to be held at Geneva on February 4th. I am informed further that a draft convention has already been prepared for the consideration of the Commission to replace the Convention of Saint Germain19 and has been drawn to overcome the objection previously raised by the United States.
