Suggest you advise Minister of Finance to announce to holders internal debts that those who desire to accept recapitalization plan may immediately receive benefit of plan as relates to payment of interest as outlined in Department’s 28, March 21, 6 p.m.,30 and that those who do not accept may await result of such investigation as will be made. Believe this would bring about prompt acceptance of recapitalization.
