15. Mission’s No. 20 of November 25, 6 p.m. has just been received in corrected form. You may support in appropriate manner [Page 447] plea on humanitarian grounds for the release of Ottoman Greek males in view of the defenceless position in which refugee women and children are left in the absence of their natural protectors. Further ground for support may be found in the large demand which the existing situation creates for American generosity.

The matter of a possible loan would call for further consideration should there be a definite request to bankers. The Department does not see how it will alter present state of helplessness to have Greek supervision of relief money expenditure.
