The Secretary of State to the Vice Consul at Jerusalem (Cobb)

Press reports indicate the formal promulgation on September 11th of British Mandate for Palestine.
Negotiations are still in progress with the British Government relative to the terms upon which the Mandate is acceptable to this Government.
Pending the conclusion of these negotiations of which you will be subsequently informed it is desired that the Consulate continue to exercise all capitulatory and other rights as heretofore.
Inform Department promptly and in detail should Palestine administration attempt any curtailment of these rights.
Should definite necessity therefor arise you may in your discretion communicate orally to the Palestine Government the substance of paragraphs two and three of this instruction.
