- (1)
- Press reports indicate the formal promulgation on September 11th of British Mandate for Palestine.
- (2)
- Negotiations are still in progress with the British Government relative to the terms upon which the Mandate is acceptable to this Government.
- (3)
- Pending the conclusion of these negotiations of which you will be subsequently informed it is desired that the Consulate continue to exercise all capitulatory and other rights as heretofore.
- (4)
- Inform Department promptly and in detail should Palestine administration attempt any curtailment of these rights.
- (5)
- Should definite necessity therefor arise you may in your discretion communicate orally to the Palestine Government the substance of paragraphs two and three of this instruction.
