Nieto has informed me that he will leave for the United States on the 10th instant, and I have been told in strict confidence by Lill that Pani expects to follow a few days later and will be empowered to participate in the pending negotiations. I understand, however, that these plans were made several days ago and are subject to further reference to President Carranza for final approval.
