The Ambassador in Mexico ( Fletcher) to the Secretary of State

1168. In an interview with President Carranza this morning I asked him his impression of the President’s speech to the Mexican journalists. He answered with a smile that it was very good and that he hoped it would be corroborated by subsequent events and added that he had nothing more to say. I read to him the last draft of the President’s Pan American treaty plan1 referred to in the speech, and explained the causes which prevented its realization at the time proposed, and told him that the President hoped to be able to secure its adoption later. He said he had read something of it and seemed favorably disposed toward it.
