Your May 30, 8 a.m. Chinese Government has instructed its Legation here to request that the consent of the Dominican Government be obtained in order that American diplomatic and consular representatives may take charge of Chinese interests and issue passports to Chinese citizens [proceeding to countries other than the United States].2
You may request desired permission and act thereunder when granted.
