Your July 13, 12 noon. You are instructed to remind Cuban Government of treaty provisions as to loans and previous practice to obtain approval of the United States after submitting full data as to existing and proposed new indebtedness and revenues applicable to payment of principal and interest. See Department’s telegram September 25, 6 p.m., 1912.¹
