The Chargé in Nicaragua (Curtis) to the Secretary of State
Department’s November 4, 2 p.m. The President informs me that Honduras alone having approved of the plan to force out Tinoco by moral suasion, that plan seemed unsuitable, and the Honduran Government was then sounded regarding armed action and agreed to this readily. News of this approval was received yesterday and the President intended to consult me and secure the approval of the Government of the United States before proceeding any further, but in view of the Department’s declaration, delivered by me, the action under consideration will be abandoned.
